Teacher Certification

AISCA provides a full range of teacher evaluation and certification services through the Designated Signing Authority (D.S.A.) program. Our Teacher Certification Handbook describes how the program works and details what is required at each level to acquire a permanent teacher’s certificate. Information about Letters of Authority

We would like to inform you of an important change to Alberta's teacher certification process. The Government of Alberta has replaced the Letter of Authority (LOA) with a Conditional Teacher Certificate (CTC). Internationally educated teachers, who do not yet qualify for an Interim Professional Certificate, should now apply directly for a Conditional Teacher Certificate through TWINS. Applications for initial teacher certification are submitted through the Teacher Workforce Information System (TWINS). Applicants must create a TWINS account and submit the required transcripts and supporting documentation as part of their application. Applicants who have applied and received a letter of assessment from Alberta Education and Childcare within the past three years can contact the Office of the Registrar at [email protected] and request that their file be reassessed to determine their eligibility to hold a Conditional Teacher Certificate. If you currently have an outstanding application for a Letter of Authority on file, you may request that Teacher Certification Branch assess your existing credentials for a Conditional Teacher Certificate by contacting [email protected].

Applicants for a CTC must complete pre-certification courses on TWINS related to the Teaching Quality Standard and the Code of Professional Conduct for Teachers and Teacher Leaders. The credentials for international applicants can take up to 120 days to assess, after application is complete.

Please note that AISCA does not process applications or assess credentials for initial certification, including Conditional Teacher Certificates. All applications, credential evaluations, and certification decisions are handled directly by Alberta Education's Teacher and Leadership Certification Branch.
